Not specifically COVID just old fashioned neglect I think. If you looked at the acts of parliament that allowed the canalisation of the Severn, I bet you’ll find there is someone responsible for maintaining navigation, likely the River and Canals Trust now, who are delinquent. I also strongly suspect that the lock should never have been closed, because that effectively closed the navigation. If anyone wants to cause mischief, have at it!

The Severn splits into two at Gloucester,  the West and East parting. East hasn't been navigable for many years since the lock at Llanthony wier was closed in the 1920s. The channel is seriously difficult - this is a good bit, at one point I had to literally but through the overhanging willows! It was all sub hump.
