The SAS (not the army) has managers for all sorts of ridiculous job titles.  I almost applied for one myself earlier this year as it paid stupid amounts of money, company car & expenses for doing next to sod all.  Never guess job title!  "Hand washing coordinator" ???
 
I think the government want the cut backs to come from the management but we all know that they are not going to sack themselves, so cut back the frontline services and free up plenty of cash and make managing the front line services easier as there aren't as many to manage ::)

Totally off-topic (not that there is one on this thread  :D ) but I made an FoI enquiry to Merseyside Fire Department regarding the hovercraft they have bought and got a confirmation from someone whose title is:

Corporate Information Sharing Officer
Strategic Planning Directorate
Knowledge & Information Management Department
Merseyside Fire & Rescue Service HQ

... what on earth is all that about  ::) >:( - makes you wonder who thinks up these titles (and even worse, how many people are employed in all those "departments")?

probably only a couple of people on minimum wage with all the cut backs the emergency services are having to implement.  >:(

Why the engine was sooooo unreliable I never knew...  V4 4 stroke if I remember correctly? Or was it a V2.....
