The SAS (not the army) has managers for all sorts of ridiculous job titles. I almost applied for one myself earlier this year as it paid stupid amounts of money, company car & expenses for doing next to sod all. Never guess job title! "Hand washing coordinator"
I think the government want the cut backs to come from the management but we all know that they are not going to sack themselves, so cut back the frontline services and free up plenty of cash and make managing the front line services easier as there aren't as many to manage
